From my research / what I've seen, the challenging part of the project is that there's little consistency between cities of (1) whether data is published (particularly as population size decreases), (2) the ease of downloading bulk data if it is published and (3) the format of the data and what's provided by the city.
If you're interested, perhaps you could start by choosing a few mid-large size fast-growing cities like Raleigh, Austin, Charlotte, NC, Phoenix, or others, building a data pipeline and data consistency, and expanding from there!
